ASPPE first conference | 02.11.2015
The first ASPPE conference “Program and Policy Evaluation in Russia: emerging profession” took place in Moscow on 29-30 October 2015. The conference was attended by 130 people from different regions of Russia, as well as experts from Bulgaria, UK, Kazakhstan, the USA, Finland and the Ukraine. The workshops that took place before the conference were attended by 70 people. The conference materials will be posted on our website.
 
Meeting with the President of the American Evaluation Association John Gargani | 27.10.2015
On 27 October 2015 the Charitable Children's Fund "Victoria" hosted a meeting with the President of the American Evaluation Association John Gargani. The meeting was organized by the Association of Specialists in Program and Policy Evaluation (ASPPE) and supported by the Charity Children's Fund "Victoria". During the round table participants could ask questions and discuss topics, which interested them, with our guest. John Gargani is a graduate of the Wharton Business School of the University of Pennsylvania and a Ph.D from the University of California, Berkeley. More than 20 years he has been working with private foundations, business and government agencies that implement programs in the field of education, culture and social entrepreneurship. Gargani & Company, which he founded 15 years ago helps non-profit organizations and foundations to determine the optimal programs evaluation design, find the right measures allowing to track the effectiveness of comprehensive programs, evaluate social impact and demonstrate evaluation results to the community and donors in plain language. Dr. Gargani is the President of the American Evaluation Association (AEA) – the largest and most prestigious professional association in this field, which unites more than 8,000 professionals from 60 countries. AEA is one of the world leaders in evaluation, where new methods, tools, technical and ethical standards are being developed, where experts share their experience and generate new knowledge.
 
ASPPE Conference 2016: time and place appointed | 09.10.2015
ASPPE Board decided that the next annual conference of the Association will be held in Novosibirsk on 5-7 October 2016. 5 October - workshops, 6-7 October - Conference. The conference theme will be determined in the spring of 2016.
 
News of the Eurasian alliance | 09.10.2015
Joint application of 6 national associations - members of the Eurasian Alliance of National Evaluation Associations took the first place in the grant competition held by EvalPartners program. The project to be implemented over the period from October 2015 to March 2016 involves the preparation and carrying out a workshop for active members of national associations, as well as the formation of the Eurasian Alliance Strategy. Let us remind that the Eurasian Alliance of National Evaluation Associations was established on 1 June 2015. It includes professional associations from Armenia, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and the Ukraine. Brief description of the partnership project follows.

One of the vital components of Professional Evaluation Associations capacity is an effective organizational management. At the same time opportunities for learning how to build and develop them, as well as how to manage them are extremely limited. In fact, the leaders of the Eurasian region's national associations mostly learn by practice. The Associations have different forms depending on many factors, including the experience of the founders, membership composition, particularly the socio-economic and political situation in the country, etc. The experience of the national associations’ leaders in the region, which are engaged in the development of professional communities in their countries for many years, is very valuable and unique.
First of all, this project is aimed at the reflexing on that experience; exchange of experience between representatives of national professional evaluation associations of the region; transfer of experience of the new generation of national associations leaders. The project will also promote cooperation between the national associations of the Eurasian regions countries.
  • In the first stage of the project, all the participating associations will accomplish work on the analysis of their experience in building and managing the association. They will identify the strengths and weaknesses of their organizations, as well as the opportunities and threats in the external environment and formulate (a) lessons that they would like to share with colleagues, and (b) the issues that they would like to discuss with them.
  • In the second stage, the program of the school for the most active members of national associations will be formulated. Representatives of each association will act as teachers (speak about their experience), and as students (learn from their colleagues). Taking into consideration the issues that will be formulated based on the results of the first stage, (if necessary) foreign experts will be invited to speak via teleconference.
  • In the third stage, participants of the school will be chosen; they will be both experienced leaders and future leaders of national associations. We expect to involve four representatives from each association. In addition, the school will be able to host a greater number of the most active associations’ representatives of the host country (Kazakhstan) and those representatives of other associations who can manage to cover travel expenses. The total number of participants of the school is at least 25 people.
  • In the fourth stage, the school will be held in Almaty in March 2016. During two days, the participants will learn, share experience and discuss pressing issues, and the third and the fourth days will be devoted to the development of the cooperation strategy between professional evaluation associations in the Eurasian region.
  • In the fifth stage, each delegation upon return to their home country will hold training event for active members of their association based on the school’s materials. The associations’ boards will discuss, finalize and approve the cooperation strategy between professional evaluation associations in the Eurasian region, which will be implemented in the next few years.
EvalPartners will support the partnership project of UEA and ASPPE | 09.10.2015
As part of the grant competition, the EvalPartners program will support the partnership project of the Ukrainian Evaluation Association (UEA) and ASPPE. The project is aimed at developing evaluation standards for policies, programs and projects in the Ukraine.

The work on the professional standard for evaluation expert has begun | 28.08.2015
This spring, the APPPE Board decided to develop professional standards for program and policy evaluation expert. The working group was formed to prepare a package of documents for registration of the corresponding application on the website of the Ministry of Labour of the Russian Federation. In August, our application was registered at the website of the Ministry of Labour. Application is submitted by one of the ASPPE partners - “Process Consulting” company. In the coming months it is planned to start new discussion on professional standards with the ASPPE members and other stakeholders. The planned date for completion of work on the new standard is 1 October 2016.
 
The Eurasian alliance is growing | 15.07.2015
On 7 July 2015 Armenian Monitoring and Evaluation Association (AMEA) joined to the Eurasian Alliance of National Evaluation Associations. Now, the Alliance consists of representatives of associations from six countries: Armenia, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and the Ukraine.
 
ASPPE accepts new members | 16.06.2015
Yesterday, the total number of the ASPPE members exceeded 100. Today the Association has 103 members.

The Eurasian Alliance of National Evaluation Associations | 02.06.2015
On 2 June 2015 at the conference of the program “Development through Regional Cooperation" in Almaty (Kazakhstan) the establishment of the Eurasian Alliance of National Evaluation Associations was officially announced. The goal of the Eurasian Alliance of National Evaluation Associations is to promote the professionalization of evaluation in the countries of the region through the development of national evaluation associations.
The Alliance founding members are: 
  1. Association of Specialists in Program and Policy Evaluation (Russia)
  2. Monitoring and Evaluation Community of Practice of the Republic of Tajikistan
  3. National Monitoring and Evaluation Network of the Kyrgyz Republic
  4. The Evaluators Network in Kazakhstan
  5. Ukrainian Evaluation Association
The Alliance founders share belief that national associations are to play an important role in evaluation capacity development in the countries of the region. The union of associations will create opportunities for more effective experience exchange, implementation of joint projects, and in providing mutual support in meeting the emerging challenges.
The core priority area for the Alliance is strengthening and increasing sustainability of national evaluation associations. The Alliance is open for any national evaluation associations from the Eurasian region. Both legal entities and informal networks of evaluation professionals can join the Alliance. 
The Alliance immediate plans include development of a long-term strategy as well as design and implementation of the Alliance organizational mechanisms.

The second issue of the magazine “Planning, monitoring and evaluation” | 19.05.2015
“Planning, monitoring and evaluation” magazine was created in 2011 and since 2014 is an electronic periodical of the ASPPE. Yesterday the second edition containing two articles was issued. The idea is to take advantage of electronic publication and include new articles into the current issue until there are a desired number of materials. The first issue can be viewed in “Archives” section.
 
New Board members and the next ASPPE President elected | 14.05.2015
New board members Larissa Avrorina (CAF Russia) and Alexander Ovchinnikov (independent business expert, Moscow) were elected for the period 2015-2018 through the online voting. Elena Malitskaya was elected the ASPPE President for 2016-2017 (SCISC, Novosibirsk). 2/3 of the ASPPE members with voting rights (who paid membership fees) participated in voting.

An open meeting of the ASPPE Moscow branch took place on 14 May 2015. The theme of the meeting was “Development of professional standard “Specialist in Program and Policy Evaluation”.

Everyone interested in the development of professional evaluation standard was invited to participate.

2. Discussion of the formation of the professional standard “Specialist in Program and Policy Evaluation in the field of personnel training and development”

Keynote speaker: Ovchinnikov A.V., ASPPE member since 2015, an independent business trainer and business expert, coach, author of 15 training programs and motivational trainings, author of publications on educational evaluation and modeling skills. Currently Ph.D fellow in the Research Institute of Labor.

Call for speakers at the ASPPE Conference 2015 | 02.03.2015
Russian Association of Specialists in Program and Policy Evaluation (ASPPE) invites everyone to take part in the conference “Program and Policy Evaluation in Russia: emerging profession”. The Conference will be held in Moscow on 30-31 October 2015. Workshops will be held on the eve of the conference (29 October 2015). The conference program will be formed on the basis of competitive selection of speakers’ applications. Call for speakers opens on 2 March 2015 and will be closed on 30 April 2015 at 06.00 p.m. Moscow time. The program of workshops and the conference will be published on 29 May 2015. Registration of participants will be opened on the same day.

Our association joined the Network of European Evaluation Societies. The list of the Network’s members can be viewed here. From our region in the network also includes the Ukrainian Evaluation Association. 
 
UN General Assembly Resolution on evaluation | 22.12.2014
On 19 December 2014, the UN General Assembly adopted a resolution 69/237 "Capacity Building for the Evaluation of Development Activities at the Country-Level". This is the first resolution on evaluation in the UN history.
The resolution underlines the importance of national capacity for the evaluation and urges the UN structures to assist countries in developing their evaluation capacity. The resolution also officially recognizes 2015 as the International Year of Evaluation.
 
Donors Forum approved evaluation as the next year’s theme | 17.12.2014
Every year various activities and events of the Donors Forum are devoted to a particular topic: annual survey (Report of the Donors Forum), annual conference, various discussions. On 15 December 2014 at the general meeting of the Donors Forum the theme of 2015 was approved: "Art of Evaluation in charity: culture and practice". This decision was adopted considering the fact that 2015 was declared as the International Year of Evaluation.

Policies and procedures for the Association | 26.05.2014
One of the top priorities during the first months of the ASPPE work is to develop institutional arrangements and establishing appropriate policies and procedures. Now there is a new section “Policies and Procedures” on the ASPPE website, which will include both the documents, available to all users as well as internal documents for ASPPE members only.   

ASPPE joined IOCE | 22.05.2014
Today our Association joined the International Organization for Cooperation in Evaluation (IOCE). We became the 110th association in the IOCE database, and Russia - the 98th country, where such professional association was created.
